Approvals are counted one per approved individual. Every row is an aggregate: the file carries no names, process numbers, dates of birth or other personal data. The underlying acts are public records. Coverage: 1 January to 31 December 2025. Total: 516 approvals, 273 real-estate, 239 company, 4 startup, from 44 countries of origin (45 labels: one approval is recorded with Brazil as origin and is kept as published). EMPTY for real-estate cases and for company cases whose CNPJ could not be matched: the DOU names the investor, not the property, so the real-estate route carries no state in this release. state_name Full state name matching state_code, or empty. approvals Count of approvals in this combination. Integer, at least 1. Route classification -------------------- The DOU labels each act with its legal basis. StartBrazil applies one adjustment: an act labelled under RN 13/2017 art. 3 (startup) whose company shows registered capital at or above the R$500,000 company threshold is counted as a company case. Startup counts in this file are therefore conservative. Across 2018 to June 2026, 26 acts were reclassified this way. Nothing else is reclassified.
